February's Policy Committee meetings show the stimulus incentives plans are anything but solid and certain, and no one can rightly say they are "guaranteed to be certified" (I'm assuming this is based on CCHIT's AARA readiness program?) since we've only just gotten a rule today that outlines how to get certified. The physician testimony is probably accurate, as far as how to implement an Allscripts system. But do these physicians understand all the requirements of meaningful use? I guess we'll see come 2011.
