(RelWare), a leader in enterprise-wide  electronic health record (EHR) solutions for healthcare, is pleased to  announce that its EXR system is certified by a ONC-Authorized Testing  and Certification Bodies (ONC-ATCBs).  Certification of RelWare’s EHR  system provides assurance to purchasers and other users of the EHR  system, that it offers the necessary technological capabilities,  functionality and security to meet the meaningful use criteria  established for a given phase.</p>
<p>RelWare’s certified EHR system meets criteria supporting Meaningful  Use, a key component in the national initiative to encourage adoption  and effective use of EHRs by America’s healthcare providers. <p>RelWare’s EXR is an enterprise EHR with broad clinical functionality  and scalability features that support the clinical operations of any  hospital. This includes large multi-facility integrated delivery  networks to the smallest critical access hospital. RelWare’s EXR  delivers the functionality required by ARRA in addition to a Web user  interface to increase adoption and reduce training costs. With strong  interoperability and access control capabilities, EXR is also an ideal  platform for implementing a community wide Health Information Exchange  (HIE).</p>
<p>As part of the certification criteria process, providers and  patients must have assurances that the electronic health IT products and  systems they use today are secure, can maintain data confidentially,  and can work with other systems to share information. <p>The Complete EHR, EHR Module is 2011/2012 compliant and has been  certified ONC-ATCB by InfoGard Laboratories, Inc., in accordance with  the applicable certification criteria adopted by the Secretary of Health  and Human Services. This certification does not represent an  endorsement by the U.S. Department of Health and Human Services or  guarantee the receipt of incentive payments.</p>
<p>EXR Enterprise EHR version 2.1’s certification number is #IG-2417-11-</p>

The clinical quality measures certified  include: NQF 0371; NQF 0372; NQF 0373; NQF 0374; NQF 0375; NQF 0376; NQF  0435; NQF 0436; NQF 0437; NQF 0438; NQF 0439; NQF 0440; NQF 0441;  NQF  0495; NQF 0497. The ONC-ATCB 2011/2012 complaint certification was  performed by InfoGard Laboratories, Inc., a San Luis Obispo, California  ONC-ATCB certification vendor. InfoGard was authorized by the ONC to  perform Complete EHR and EHR Module reviews on Sept. 24, 2010.</p>
<p>In January 2011, ONC issued a final rule establishing a permanent  certification program. The permanent certification program will  eventually replace the temporary certification program, which will  remain in effect until Dec. 31, 2011, or a later date when the processes  necessary for the permanent certification program to operate are  complete. ONC expects to carry out the program activities necessary to  implement the permanent certification program through the end of 2011.</p>

Hospitals        with fully certified EHR technology have met the first step in        qualifying for healthcare IT incentive payments under the American        Recovery and Reinvestment Act (ARRA).</p>

<p>Allscripts  elected to submit Sunrise Acute Care and Emergency Care for  certification as both a Complete and Modular EHR to accommodate  hospitals that prefer to keep an existing third-party analytics product.  Hospitals can either use the Sunrise Clinical Analytics embedded within  Sunrise Acute Care or Sunrise Emergency Care to demonstrate the quality  measure reporting requirement of Meaningful Use, or choose to integrate  their third-party system to with Sunrise Acute Care Modular to satisfy  the requirement. That third-party reporting system, however, will be  required under ARRA rules to be ARRA certified as an EHR module,  otherwise the hospital will have to certify the reporting module  themselves &#8211; a time-consuming and expensive process.<span id="more-10109"></span></p>
<p>Three  clinical components of Allscripts Sunrise 5.5 EHR were previously  certified by CCHIT in July. Those components included: Sunrise Clinical  Manager 2011 Suite, Version 5.5, Sunrise Ambulatory Care 2011 Suite,  Version 5.5 and Sunrise Emergency Care 2011 Suite, Version 5.5.</p>

The  2011/2012 criteria support the Stage 1 meaningful use measures required  to qualify eligible providers and hospitals for funding under the  American Recovery and Reinvestment Act (ARRA).</p>
<p>The ONC-ATCB 2011/2012 certification program tests and certifies that  Complete EHRs meet all of the 2011/2012 criteria and EHR Modules meet  one or more – but not all – of the criteria approved by the Secretary of  Health and Human Services (HHS) for either eligible provider or  hospital technology. ManagementPlus EHR 5.0’s certification number is  595370. ONC-ATCB 2011/2012 certification conferred by CCHIT does not  represent an endorsement of the certified EHR technology by the U.S.  Department of Health and Human Services nor does it guarantee the  receipt of incentive payments.</p>
<p>The clinical quality measures to which ManagementPlus EHR 5.0 has been certified include:<br />
NQF 0421, NQF 0013, NQF 0028, NQF 0041, NQF 0024, NQF 0038, NQF  0086, NQF 0088, and NQF 0055. The additional software relied upon to  demonstrate compliance includes:<br />
RelayHealth &#8211; 170.302.a, 170.302.b, 170.302.j, and 170.302.m; and  Microsoft HealthVault &#8211; 170.304.q. ManagementPlus EHR 5.0 is a CCHIT  Certified® 2011 Ambulatory EHR 2011.</p>
